Title<\/h2>\n<div>The name of the organization, \u201cThe Faculty Senate of Delta State University,\u201d as stated in\u00a0the Constitution and By-Laws, applies to the faculty\u2019s senate at the Cleveland campus.\u00a0Hereinafter, the organization is designated \u201cthe Faculty Senate.\u201d<\/div>\n[\/vc_column_text][divider line_type=&#8221;No Line&#8221;][vc_column_text]\n<h2>Article II. Purpose<\/h2>\n<div>The purpose of these by-laws is to provide interpretations of the Constitution and to\u00a0supply additional procedural rules to expedite the business of the organization.<\/div>\n[\/vc_column_text][divider line_type=&#8221;No Line&#8221;][vc_column_text]\n<h2>Article III: Organization<\/h2>\n<h3>Section 1. Eligible Faculty<\/h3>\n<div><span class=\"TextRun SCXW102095970 BCX0\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW102095970 BCX0\">The definition of Eligible Faculty shall be full-time employees of Delta State University (Cleveland, MS campus) who hold the faculty rank, except for deans, assistant deans, associate deans, and cabinet level positions.<\/span><\/span><span class=\"EOP Selected SCXW102095970 BCX0\" data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:80,&quot;335559740&quot;:259}\">\u00a0<\/span><\/div>\n<div>\n<h3>Section 2. Voting Eligibility<\/h3>\n<p>As specified in the Constitution of the Faculty Senate.<\/p>\n<\/div>\n<h3>Section 3. Membership Quota<\/h3>\n<div><span class=\"TextRun SCXW161424584 BCX0\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW161424584 BCX0\">References to the school in the Constitution have been interpreted regularly to include the schools in which faculty are budgeted and thus do not include the Graduate School.<\/span><\/span><span class=\"EOP Selected SCXW161424584 BCX0\" data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:80,&quot;335559740&quot;:259}\">\u00a0<\/span><\/div>\n<h3>Section 4. Term of Office<\/h3>\n<p>A. A term of office shall begin with the special session of the Faculty Senate in April.<\/p>\n<p>B. A senator rotated off the Faculty Senate, as provided in Article III, Section 4, of the Constitution, will become eligible for a new term after twelve months.<\/p>\n<h3>Section 5. Election<\/h3>\n<div>\n<p>Tie votes shall be resolved by drawing of lots.<\/p>\n<\/div>\n<div>\n<h3>Section 6. Selection of Replacement Members of the Faculty Senate<\/h3>\n<p>As specified in the Constitution of the Faculty Senate.<\/p>\n<\/div>\n<h3>Section 7. The Committee of Elections<\/h3>\n<p>A.\u00a0Members of the Committee of Elections will serve throughout their term or terms of office as senators.<\/p>\n<p>B. <span class=\"TextRun SCXW72167034 BCX0\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW72167034 BCX0\">Elections to fill vacancies will be carried out in the respective college caucuses held during the May meeting, or during the next meeting after a vacancy is reported to the Senate President.<\/span><\/span><\/p>\n<p>C. <span class=\"TextRun SCXW149072934 BCX0\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW149072934 BCX0\">Members of the Committee will elect the Chair at the first meeting after the organizational meeting of the Faculty Senate.<\/span><\/span><\/p>\n<p>D. <span class=\"TextRun SCXW266389352 BCX0\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW266389352 BCX0\">The schedule of activities for the elections of senators and senate officers shall be as follows:<\/span><\/span><\/p>\n<ol>\n<li><span class=\"NormalTextRun SCXW247988082 BCX0\" data-ccp-parastyle=\"List Number\">Distribution of a provisional list of eligible <\/span><span class=\"NormalTextRun ContextualSpellingAndGrammarErrorV2Themed SCXW247988082 BCX0\" data-ccp-parastyle=\"List Number\">faculty<\/span><span class=\"NormalTextRun SCXW247988082 BCX0\" data-ccp-parastyle=\"List Number\"> for each department and division at the November Senate meeting; senators are to check their list and note any changes; return corrected lists to the Committee, and necessary changes are made in the Senate database.<\/span><\/li>\n<li><span class=\"NormalTextRun SCXW166037300 BCX0\" data-ccp-parastyle=\"List Number\">Preparation of the list of <\/span><span class=\"NormalTextRun ContextualSpellingAndGrammarErrorV2Themed SCXW166037300 BCX0\" data-ccp-parastyle=\"List Number\">faculty<\/span><span class=\"NormalTextRun SCXW166037300 BCX0\" data-ccp-parastyle=\"List Number\"> who may be included on the ballot. All eligible faculty from departments having elections are listed except current senators who have served two consecutive terms and current senators from departments with two senators who are not up for election in the current year.<\/span><\/li>\n<li><span class=\"TextRun SCXW39602808 BCX0\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW39602808 BCX0\" data-ccp-parastyle=\"List Number\">Preparation of ballots.<br \/>\n<\/span><\/span><span class=\"TextRun SCXW39602808 BCX0\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW39602808 BCX0\" data-ccp-parastyle=\"List Number\">The Committee sends self-nomination letters by the third week <\/span><span class=\"NormalTextRun ContextualSpellingAndGrammarErrorV2Themed SCXW39602808 BCX0\" data-ccp-parastyle=\"List Number\">in<\/span><span class=\"NormalTextRun SCXW39602808 BCX0\" data-ccp-parastyle=\"List Number\"> January.<br \/>\nEach eligible faculty member may remove themself from the ballot by returning the Committee\u2019s form.<br \/>\nExclusion forms must be received before January 31, after which ballots are prepared by department with the names of those eligible and willing to serve.<\/span><\/span><span class=\"EOP Selected SCXW39602808 BCX0\" data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:80,&quot;335559740&quot;:259}\">\u00a0<\/span><\/li>\n<li><span class=\"TextRun SCXW170444872 BCX0\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW170444872 BCX0\" data-ccp-parastyle=\"List Number\">Distribution and electronic voting.<br \/>\nFaculty shall vote for as many candidates as they approve of using the electronic voting system <\/span><span class=\"NormalTextRun SCXW170444872 BCX0\" data-ccp-parastyle=\"List Number\">designated<\/span><span class=\"NormalTextRun SCXW170444872 BCX0\" data-ccp-parastyle=\"List Number\"> by the Committee of Elections. Instructions and deadlines for voting shall be distributed via campus email, and votes shall be collected and tallied electronically.<br \/>\n<\/span><span class=\"NormalTextRun SCXW170444872 BCX0\" data-ccp-parastyle=\"List Number\">The Committee shall ensure voting security, ballot confidentiality, and documentation of voter eligibility.<\/span><\/span><span class=\"EOP Selected SCXW170444872 BCX0\" data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:80,&quot;335559740&quot;:259}\">\u00a0<\/span><\/li>\n<li><span class=\"TextRun SCXW60825216 BCX0\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW60825216 BCX0\" data-ccp-parastyle=\"List Number\">Counting ballots and reporting election results to the Senate President shall occur during the third week of February.<br \/>\nThe person with the most votes is the new senator; the person with the second most votes is the new proxy. Tie votes are decided by a coin flip, consistent with the <\/span><span class=\"NormalTextRun ContextualSpellingAndGrammarErrorV2Themed SCXW60825216 BCX0\" data-ccp-parastyle=\"List Number\">approval<\/span><span class=\"NormalTextRun SCXW60825216 BCX0\" data-ccp-parastyle=\"List Number\"> voting method.<\/span><\/span><span class=\"EOP Selected SCXW60825216 BCX0\" data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:80,&quot;335559740&quot;:259}\">\u00a0<\/span><\/li>\n<li><span class=\"TextRun SCXW43961740 BCX0\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW43961740 BCX0\" data-ccp-parastyle=\"List Number\">The Senate President notifies new senators and proxies of their election by the first business day in March via email. New senators are invited to the March meeting as nonvoting observers and are introduced by the Senate President.<\/span><\/span><span class=\"EOP Selected SCXW43961740 BCX0\" data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:80,&quot;335559740&quot;:259}\">\u00a0<\/span><\/li>\n<li><span class=\"TextRun SCXW179695349 BCX0\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW179695349 BCX0\" data-ccp-parastyle=\"List Number\">Election of officers.<br \/>\nThe Senate President receives nominations for President-elect and Secretary and announces them at the March meeting.<br \/>\nThe Committee of Elections prepares ballots for the special supplementary April meeting.<br \/>\nNew senators attend the regular April meeting without a vote.<br \/>\nAfter that meeting, outgoing senators are excused, while Committee members <\/span><span class=\"NormalTextRun SCXW179695349 BCX0\" data-ccp-parastyle=\"List Number\">remain<\/span><span class=\"NormalTextRun SCXW179695349 BCX0\" data-ccp-parastyle=\"List Number\"> to conduct the officer election.<br \/>\nThe outgoing Senate President <\/span><span class=\"NormalTextRun ContextualSpellingAndGrammarErrorV2Themed SCXW179695349 BCX0\" data-ccp-parastyle=\"List Number\">presides<\/span><span class=\"NormalTextRun SCXW179695349 BCX0\" data-ccp-parastyle=\"List Number\"> and the outgoing Secretary records the minutes.<br \/>\n<\/span><span class=\"NormalTextRun SCXW179695349 BCX0\" data-ccp-parastyle=\"List Number\">The Committee counts ballots during a recess and reports the results.<br \/>\n<\/span><span class=\"NormalTextRun SCXW179695349 BCX0\" data-ccp-parastyle=\"List Number\">The Senate President announces the President-elect and Secretary, effective <\/span><span class=\"NormalTextRun SCXW179695349 BCX0\" data-ccp-parastyle=\"List Number\">immediately<\/span><span class=\"NormalTextRun SCXW179695349 BCX0\" data-ccp-parastyle=\"List Number\">.<br \/>\nThe new Senate and officers begin their first regular meeting in May.<\/span><\/span><span class=\"EOP Selected SCXW179695349 BCX0\" data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:80,&quot;335559740&quot;:259}\">\u00a0<\/span><\/li>\n<\/ol>\n<div>E. The schedule of activities for the Merit Pay Appeals Committee elections shall be as\u00a0follows:<\/div>\n<ol>\n<li><span class=\"TextRun SCXW88429518 BCX0\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW88429518 BCX0\" data-ccp-parastyle=\"List Number\">Elections for the Merit Pay Appeals Committee shall be completed by October 1.<\/span><\/span><\/li>\n<li><span class=\"TextRun SCXW267376260 BCX0\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW267376260 BCX0\" data-ccp-parastyle=\"List Number\">The Committee shall include three faculty members from the College of Arts and Sciences, three from the College of Business, three from the College of Education, one from the School of Nursing, and one from Library Services. No two members shall be from the same department or division. Members are elected by the faculty in the unit they represent and <\/span><span class=\"NormalTextRun ContextualSpellingAndGrammarErrorV2Themed SCXW267376260 BCX0\" data-ccp-parastyle=\"List Number\">serve<\/span><span class=\"NormalTextRun SCXW267376260 BCX0\" data-ccp-parastyle=\"List Number\"> staggered three-year terms. The Committee elects its Chair. Six committee members must agree to resolve an appeal.<\/span><\/span><span class=\"EOP Selected SCXW267376260 BCX0\" data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:80,&quot;335559740&quot;:259}\">\u00a0<\/span><\/li>\n<li><span class=\"TextRun SCXW200205248 BCX0\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW200205248 BCX0\" data-ccp-parastyle=\"List Number\">The Committee on Elections shall provide the Senate President with lists of newly elected members and alternates in order of votes received. The Senate President shall appoint a convener to <\/span><span class=\"NormalTextRun SCXW200205248 BCX0\" data-ccp-parastyle=\"List Number\">convene<\/span><span class=\"NormalTextRun SCXW200205248 BCX0\" data-ccp-parastyle=\"List Number\"> the Committee by December 1 of each academic <\/span><span class=\"NormalTextRun SCXW200205248 BCX0\" data-ccp-parastyle=\"List Number\">year, when<\/span><span class=\"NormalTextRun SCXW200205248 BCX0\" data-ccp-parastyle=\"List Number\"> the Committee shall elect its Chair.<\/span><\/span><\/li>\n<li><span class=\"TextRun SCXW35088151 BCX0\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW35088151 BCX0\" data-ccp-parastyle=\"List Number\">The Chair shall consult <\/span><span class=\"NormalTextRun SCXW35088151 BCX0\" data-ccp-parastyle=\"List Number\">immediately<\/span><span class=\"NormalTextRun SCXW35088151 BCX0\" data-ccp-parastyle=\"List Number\"> with the Faculty Senate when recusals are <\/span><span class=\"NormalTextRun SCXW35088151 BCX0\" data-ccp-parastyle=\"List Number\">required<\/span><span class=\"NormalTextRun SCXW35088151 BCX0\" data-ccp-parastyle=\"List Number\">. The Senate President, in consultation with the Committee on Elections, shall appoint the next eligible alternate by votes received in that unit, provided the alternate is not from the appealing faculty member\u2019s department.<\/span><\/span><span class=\"EOP Selected SCXW35088151 BCX0\" data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:80,&quot;335559740&quot;:259}\">\u00a0<\/span><\/li>\n<\/ol>\n<h3>Section 8. Duties and Entitlements of Faculty Senate Officers<\/h3>\n<div>A. President of the Faculty Senate. The duties and entitlements of the Senate President are:<\/div>\n<ol>\n<li>To call the special organizational meeting that immediately follows the regular April meeting;<\/li>\n<li>T<span Number\">represent<\/span><span class=\"NormalTextRun SCXW108514638 BCX0\" data-ccp-parastyle=\"List Number\"> the general faculty at meetings of the DSU President\u2019s Cabinet, Academic Council, and other administrative councils or advisory bodies <\/span><span class=\"NormalTextRun SCXW108514638 BCX0\" data-ccp-parastyle=\"List Number\">established<\/span><span class=\"NormalTextRun SCXW108514638 BCX0\" data-ccp-parastyle=\"List Number\"> by the President or Vice President;<\/span><\/span><span class=\"EOP Selected SCXW108514638 BCX0\"
